Shipping from China and Hong Kong to South Korea

South Korea clears imports faster than almost anywhere. UNI-PASS, the customs system, routinely releases compliant shipments within hours rather than days. The requirement that decides whether you benefit from that is KC certification.

KC marking is the Korean conformity regime, and it covers electrical goods, electronics, consumer products and children items among others. It is obtained before import, it involves testing and in many cases factory assessment, and Korean customs and the market surveillance authorities both check it. Foreign certifications do not substitute for it.

Busan is one of the largest transhipment ports in the world, which gives South Korea exceptional connectivity, including to and from every Chinese port. Transits are short and frequency is high, so the freight side of a Korean import is rarely the hard part.

Korea also has a dense free trade agreement network, including with China. Where a certificate of origin under the relevant agreement is properly issued, duty can be reduced or eliminated, and it is worth building into the pricing rather than treating as a bonus.

Busan

Serves the capital region directly, which for Seoul destined cargo saves a long domestic leg from Busan.

Gwangyang

Industrial port on the south coast, oriented towards steel and petrochemicals.

Pyeongtaek

Growing port south of Incheon, used for vehicles and containers serving the capital region.

Busan has the frequency and the connectivity, but Incheon lands the cargo next to the Seoul market. For capital region destinations the domestic leg from Busan is significant enough to make Incheon the better answer.

Transit from China is very short, with services from northern Chinese ports arriving in days. This makes sea a realistic option for cargo that would need air freight from further afield.

Korean terminals are efficient and automated, and clearance keeps pace with them, so the bottleneck in a Korean import is almost always certification rather than logistics.

How clearance into South Korea actually works

The competent authority is Korea Customs Service.

Clearance through UNI-PASS is fast, often within hours for a compliant shipment. The system is well designed and the administration is not obstructive, which makes Korea one of the easier Asian markets to operate in once the compliance side is handled.

KC certification is the requirement that decides outcomes. Electrical goods, electronics, consumer products and children items generally require it, obtained before import through testing and, in many categories, factory assessment. It is not a document that can be produced retroactively.

VAT at 10 percent applies to imports and is recoverable by registered businesses. Duty depends on classification, with a general rate applying where no preference is available.

Korea has free trade agreements with China and many other partners. A properly issued certificate of origin under the applicable agreement can reduce or eliminate duty, so it belongs in the pricing conversation before shipping.

A foreign company without a Korean entity needs a local importer or a customs representative, since the declarant must be established in Korea.

What gets stopped, and why

  • KC certification is required for a wide range of products and is enforced both at the border and in the market. This is the most common obstacle for new importers.
  • Chemicals fall under Korean chemical registration requirements, which are demanding and apply to substances as well as products containing them.
  • Food, cosmetics and health products fall under the Ministry of Food and Drug Safety with their own registration and labelling requirements, including Korean language labelling.
  • Radio and wireless equipment requires its own certification alongside KC.
  • Intellectual property enforcement is active at the border.
  • Wood packaging must comply with ISPM 15.
