The Form E certificate of origin does the same work here as in Vietnam: it delivers the ASEAN China preference, and Thai customs examines it carefully. Getting it issued correctly at origin is worth more than any freight negotiation on this lane.

Laem Chabang is the main deepwater port, about two hours from Bangkok, and it handles almost all containerised trade. Bangkok Port at Klong Toey still operates but with size and access limits, and it mainly serves cargo destined for the city itself.

Thailand also functions as a land transport hub for mainland Southeast Asia. Road connections to Laos, Cambodia and Malaysia are used routinely, and for cargo continuing to those markets a Thai entry point can make more sense than shipping to each country separately.

Transit from South China to Laem Chabang is short, with frequent services, so sea is realistic even for cargo with moderate urgency.

For cargo continuing to Laos or Cambodia, road from Thailand is well-established and often more practical than a separate sea movement to those countries.

Bangkok Port limits mean most commercial cargo goes through Laem Chabang regardless of the final destination, with a road leg into the city.

Customs

How clearance into Thailand actually works

The competent authority is The Customs Department of Thailand.

The Form E certificate of origin delivers ASEAN China duty relief and is examined closely. As elsewhere in the region, discrepancies between the certificate and the commercial documents are the usual reason a preference is refused.

VAT is 7 percent, among the lowest in the region, and registered businesses recover it through their filings.

Duty depends on classification, and Thailand applies protective rates to some categories, particularly finished consumer goods that compete with domestic production.

TISI, the Thai Industrial Standards Institute, certifies regulated products, including electrical goods and construction materials. Where a mandatory standard applies, certification is required before import.

A foreign company without a Thai entity needs a local importer, since the declarant must be established in Thailand. Foreign ownership restrictions in some sectors also shape how the local structure can be set up.
